George C. Stratemeyer was a resident of Honolulu, and served as the official customs bureau port surveyor for the republic of Hawaii. The republic was formed by a consortium of planters and businessmen in 1894, deposing the Hawaiian monarchy. Sanford B. Dole assumed their presidency, and pushed for annexation by the United States, which officially came to pass in 1900.
